PROFESSION: SEAFARER OF THIRD CATEGORY

The profession

The Seafarer of the third category of the Seafarers is that professional figure who carries out his activity on board of ships employed in local traffic or coastal fishing as

  • PERSONNEL in charge of local traffic or 
  • PERSONNEL in charge in coastal fishing.

In conformity to the Code of Maritime Navigation and the Regulations for the implementation of the Code, in order to enter the profession of seafarer of the 3rd category and be registered in the register of seafarers of the third category, it is necessary to hold:

Italian citizenship, European Community citizenship or refugee status,

  • certification of tetanus vaccination, issued by the competent local health authority,
  • certification of fitness for swimming and rowing, issued by the competent maritime authority,
  • certification of physical fitness issued by a medical doctor,  and
  • to be at least 16 years old,
  • to be domiciled in one of the municipalities included in the maritime district of registration.

The registration among third category seafarers shall be made under the title:

  • "ship boy for local traffic" or
  • "ship boy for coastal fishing ".

The working document of the seafarers enrolled in the matriculation categories of the seafarers which qualifies them for navigation is the seaman's book.

The seaman's book is the only document that qualifies the seafarer to work at sea. For third category seafarers, this qualification is limited exclusively to the exercise of local traffic and coastal fishing.

This document contains, in addition to personal data and a photo of the holder, any qualifications, honors, blood group, preparatory courses, navigation on merchant units of any kind flying the national flag of the seafarer or another state, the navigation from time to time carried out with the dates and places of embarkation and disembarkation.

The seafarers enrolled in the 3rd category seafarers, in substitution of the seaman's booklet, are provided with a survey sheet.

Recognition for foreign professional qualification

Citizens of EU Member States, EEA countries (Iceland, Liechtenstein and Norway) and Switzerland* who have a professional qualification obtained abroad and who intend to work in Italy will find in this section the information, forms and regulatory references needed for the recognition of the qualifications required to practice the profession.

The recognition of professional qualifications obtained abroad is governed by Legislative Decree N. 206 of 9 November 2007 implementing Directive 2005/36/EC, amended by Directive 2013/55/EU.

The above-mentioned Legislative Decree, as amended by Article 5 (l-quater) of Legislative Decree No 15 of 28 January 2016, identifies the Ministry of Substainable Infrastructures and Mobility as the competent authority for the profession of 3rd category seafarers.

Recognition for professional qualification of 3rd category seafarer

In order to obtain recognition of the professional qualification of or professional training as a 3rd category seafarer obtained in the EU, EEA or Switzerland for the purpose of carrying out that activity in Italy, the person concerned must submit an application with a prepaid stamp to the Ministry of Sustainable Infrastructure and Mobility, accompanied by the documents indicated in the form.

If the documentation is not complete, the office will request submission of the missing documents.

Once the document review is complete, the following may be issued:

  • a provision of recognition;
  • a provision of recognition, after complying a compensatory measure;
  • a provinsion of rejection.

Who can request it:

Citizens of an EU Member State, an EEA country (Norway, Iceland, Liechtenstein) or the Switzerland.

What is needed to apply - Form and document:

The duly completed application form for recognition of the professional qualification or professional training as 3rd category seafarer (Annex 1) and the documentation required (Annex 2).
