Italy-Vietnam partners on Transport and Public Works

28 September 2016 – Institutional visit of the Minister of Infrastructures and Transport, Graziano Delrio, on September 26 and 27, 2016,  to Vietnam, where he also met Prime Minister Nguyen Xuan Phuc and the main Vietnamese institutions.

The Minister has followed the visits of Prime Minister Renzi in 2014 and the President of the Italian Republic Sergio Mattarella to the Vietnamese Country in 2015, focusing on the bilateral relations in Infrastructure and Transport Sectors.

Hanoi, meeting with Prime Minister Phuc

On the morning of September 26, 2016, Minister Delrio, accompanied by the Italian Ambassador to Vietnam, Cecilia Piccioni, has been received by the Vietnamese Prime Minister Nguyen Xan Phuc. The Asian Premier welcomed Minister Delrio, stressing the importance of the visit as an opportunity to accelerate the cooperation in Infrastructure and Transport sectors between the two Countries. The Prime Minister expressed his satisfaction about the development of the relations between Italy and Vietnam, since in January 2013 was established a strategic bilateral partnership.

“In Europe, Italy is one of the biggest trading partner for Vietnam, with a turnover from trading activities that has achieved 4.3 billion dollars in 2015 and that is expected to reach around 5 billion dollars in the near future”, the Head of the Vietnamese Government said.

Minister Delrio affirmed that the Italian Government “is proud to be a big partner for Vietnam and believes that it is important to increase cooperation relationship”. “Italy – continued Delrio – is paying particular attention to maintain the freedom of navigation and air transport across the world as well as accelerate the cooperation projects and programs with Vietnam and in particular in the air and rail transport sectors”, the Minister said, also highlighting how Italy as gateway for Europe and Vietnam as gateway for Asia, can have fruitful exchanges in maritime and port sectors .

On the same day, Minister Delrio met his Vietnamese counterpart, Truong Quang Nghia. The Vietnamese Minister defined the visit as a “first and very important step forwards to further deepen the bilateral cooperation in transport sector. The outcome of this meeting will lay sound foundations for enhancing bilateral relations so preparing  the visit of the President  Tran Dai Quang to Italy next November”.

 “The Vietnamese Ministry of Transport and the Italian one have many topics on agenda to discuss on, in order to foster cooperation – stated Delrio – and this visit confirms the mutual wish to expand cooperation between the two Ministries”.

Among the still pending issues, there is the ratification by the Italian Parliament of the Agreement on air sector which will enable the development of direct air links which, Minister Delrio, is committed to promote.

At the conclusion of the meeting the two Ministers expressed confidence that the visit of the President Tran Dai Quang to Italy, could provide a clear discussion on cooperation’s potential between the two Countries, in general and in particular on transport sector. The two Ministers are confident that during the mentioned visit it will be possible to sign a MOU (Memorandum of Understanding) on bilateral cooperation in transport sector, outlining framework approaches to the projects to be carried out in the next future.

In the afternoon of 26 September 2016, Delrio was received by the President of the Hanoi City People Committee, Nguyen Duc Chung. The topics dealt with during the meeting included the opportunities for collaboration between the Hanoi’s People Committee and the Italian Ministry of Infrastructures and Transport.  

President Nguyen Duc Chung briefly presented the situation of the  socio-economic development of Hanoi as well as the other crucial projects of the Asian city which have been planned in transport sector until 2020. Thanks to the commitment of the Local Authorities, Hanoi has mobilized foreign direct investment for a value of about 2.3 billion dollars, 2.2 times higher compared to the same period in 2015. Hanoi would also like to stress that it is concentrating its resources on urban mobility both road and metropolitan transport,  as well as the construction of six bridges over the Red River. To this end the competent Authorities are ready to collaborate with the MIT and the Italian Companies for sharing technologies and experiences in the implementation of the underground and ground rail lines.

Minister Graziano Delrio has pointed out the significant interest from Italy for the upgrading and development infrastructural projects as well as for the transport connection projects of the Asian City, pointing out the many and qualified Italian experiences in the underground infrastructures management and the wish of sharing them in order to cooperate with Hanoi on projects of direct benefit to the citizens. Delrio has ensured his commitment not only to raise awareness in Italian Companies thus identifying  those which are more interested in investing , but also with a view to supporting Hanoi in the implementation of the major infrastructure projects .

Ho-Chi-Minh City,  meetings in the economic Vietnamese Centre

On the second day of his visit to Vietnam, the Minister of Infrastructures and Transport Delrio, accompanied by the Italian Ambassador to Vietnam Cecilia Piccioni and by the Italian Consul General Carlotta Colli,  met the Secretary of the Ho Chi Minh City Party Committee, Din La Thang.  “Italy wishes to share with Vietnam the technologies in infrastructure and transport sectors, especially in the construction of motorways and underground lines. And the Italian Companies are very interested in the realization of underground and railway projects in the Ho Chi Min City”, Delrio stated. “ One of my duties is that of making our companies more interested in Vietnam as well as more aware of their role in Asian development, also considering how Vietnam is safe and one of the most stable Countries in the Asian Region in which free trading opportunities are guaranteed” Delrio stressed talking about a  “business to business” potential still to be developed.

 “Ho Chi Minh City attaches the highest importance to the Italian expertise in Infrastructure and Transport sectors and wishes to cooperate with Italian Companies in these sectors”, Din La Than declared in welcoming the Minister.

On the same day Delrio also met the President of the Ho Chi Min City’s People Committee,  Nguyen Thanh Phuong. Then, with the Vice-President of  the People Committee, Le Thanh Liem, has chaired a working dinner on bilateral cooperation in Infrastructure and Transport sectors, with sixty guests,  among whom the Directors of many Departments,  the citizens involved in railways and civil construction,  the representatives from the Provinces of the Vietnamese area,  the delegated of the companies of the sector both on Italian and Vietnamese side.

Minister Delrio also visited two symbolic places of the Vietnamese culture, the Temple of Literature in Hanoi  and the Palace of Reunification  in Ho Chi Minh City.
