23 December 2016 - Switzerland and Italy have agreed to renew the concessions for the two shipping companies operating on Maggiore and Lugano border lakes for a 10 years period, so taking a further step towards the implementation of the Memorandum of Understanding signed on the 31st of May 2016 in Lugano by the Swiss Federal Councillor, Doris Leuthard and the Italian Minister of Infrastructures and Transport, Graziano Delrio, with the key purpose of improving lakes’ navigation services.
The Governmental Authority for the management of navigation services on lakes, including the Navigation Company of Maggiore Lake and that one of Lugano Lake, has obtained the renewal of concessions for the next ten years. These concessions, renewed by the Italian Ministry of Infrastructures and Transport and the Swiss Federal Transport Office, will enable the shipping companies to manage for another ten-year period the liner shipping services along with other offers for both the lakes, also combining them with further offers.
The concessions are based mainly on an Agreement concluded between Switzerland and Italy which provides, inter alia, for an Italian Company responsible for the management of the Maggiore Lake navigation, as well as a Swiss Company in charge of the management of the Lugano Lake navigation.
The renewal of concessions is an important step towards the implementation of the Memorandum of Understanding, signed by both Transport Ministers on the sidelines of the opening ceremony of the Gotthard Base Tunnel. This political Memorandum of Understanding provides, inter alia, for the development of new opportunities of collaboration between private and public shipping companies in order to improve the attractiveness of tourist navigation. The implementation work of this specific measure as well as the other ones included in the Memorandum of Understanding, are progressing well in the framework of the ad hoc Italian-Swiss Working Group.
The key aim is to identify the modalities of the future cooperation between the two shipping companies as well as the conditions under which private shipping companies will provide services on both the lakes.
The results of the work carried out as well as the proposals of collaboration between the Italian and Swiss Navigation Companies respectively on Maggiore and Lugano Lakes, should be available by the end of 2017. The renewal of concessions creates the conditions for developing new future collaboration. Up to that moment, the navigation services provided on Maggiore and Lugano Lakes will not be modified, with special regard to both shipping timetables and involved work staff. Furthermore, by the end of 2017, the rules for facilitating the access of private operators to both lakes’ market should also be defined.
